That's a great point. I think there is a place for social programs, but only as a temporary means. For example, unemployment pays only a small amount for a limited amount of time, and only if you are looking for work. Programs like welfare, which are intended to help poor people out until they can support themselves, seem to do the opposite and remove that urgency that people need to gain meaningful employment.

Additionally, you can see the hypocrisy in Wall Street; decrying welfare of the poor as socialism and anti-capitalism, while at the same time, crying for their own form of welfare via a bailout.
